I like the idea behind the staff but it needs higher dps for it to be effective at all. As of now because health regained is based off the damage dealt with auto attack, and with the low dps the staff has, it takes 3 procs to equal the health gained by one potion.
For something that takes alot of work to get the proc should either gain more health back per hit or have a higher dps so it heals a decent amount. As of now its rather useless for a proc but the idea is great.
Making it heal a set amount without having to hit the enemies would improve it alot if the other ideas wouldn't work.
