need help twinking lvl 20 war

Hey all i am currently twinking my lvl 20 war. what is best gear to use? I'm foing for an offense build using skills ss cs at and vb for best dmg output. i eas thinking tarlok of potency. set w devourers maul eould be best? Any ideas of a revise i should make or am i on right track? Thanks for ur input
