Settings[Found at the Top-Right corner]>General Settings [From the List On the Left]>Messaging and Notification.

If he is new,he has to post atleast 10 posts so that private messages can be accessed by him,
So make sure he atleast do 10 posts on forums

Ok so it might show him as New account on his name ask him to post something around 10-15 posts so it turns to Junior member so now you can pm him.
