If its just a forum, it should be fine I think. Even though this is the best forum possible out there for PL.

For the plat purchases, now that should be illegal. I don't see how they can offer plat if they aren't Apple or some dealer for PL.

Just went through the site. I understand Chinese. davidbo needs access to players account and purchase plat for them. And the players pay davidbo in another method (I didnt bother to click "buy"). Anyway from the currency conversion rate, davidbo makes a few USD for each such transaction.
