It's a pet but not an arcane one.
Reasons:
-They have mentioned that they're experimenting with this type of "double" pets; about time we see the results.
-One arcane per season, been said by devs and mods alike.
-They wouldn't add a whole new version of Whim and promote it this way if it was just an NPC.
-Can't be a boss again since it's ridiculously small and the average of bosses are at least warrior-sized (especially since their size is rising as we move to the latest expansions).
-It will probably be purchasable with platinum again too.

Dude look at the arms, they're literally identical to the Whims. These guys are gonna be the new twin pets, and hopefully they're the mythic counterpart to Whim seeing as how they didn't release a myth version of them during the winter event.
At least this is my guess...

But I agree its a pet what the rarity is, is anyone's guess. But the reason I say its a pet is based on that it looks like a recycled Whim. And STS recycles stuff frequently so you're probably right its a pet but I disagree on these 2 points above.

1.) Whim is a goblin not a tree.
2.) you cant base it on arms geezz..
for the rest stop bringing up a whim brother mythic because he dont look like one.
if STS would like to give a whim brother counterpart they should have release it long time ago!
if they will release a whim brother counterpart that will be on December! why? because whim brother is a winter event arcane pet, meaning you can only get it in winter season. not Summer.
For me its a new boss or another new arcane pet.

In my opinion is a new double mythic pet, good and evil trees, I would be very suprised if they were 2 different pets because they are mirrored perfectly(look leaves why they should have done a mirror recolored instead of a recolored as always?) and don't think they would have chosen those colors for the dark one if it was alone. For the ability I bet it's something like scorn that lowers a stat (dark tree) and buff another (good tree)
