20 twink bear questions

Thinking of making a twink bear. After looking at the abilities, I have a couple questions.

First, does the crit increase ability give 50 crit at level 5 still? I haven't built the bear yet so I don't have the ability, but a guide online said it gives 10% per level.

Second, at 20 what type of hit chance do bears have? I know that slightly friend on your build and armor, but I'm seeing it beingaround 80%..is that about right?

Third, what's the standard build strategy for 20 bear twink?

Crit is the chance to 'double' your damage. It now only goes up to 25% instead of 50%. (There is still a 25 damage bonus on rage at 5)
Also, what are your other 17 questions? You said you had 20.
