As long as all members of your group are below level 15, you will get a chance at a level 10 dungeon. It's not reliable though. It can be level 15 dungeon. To reliably be always at level 10, all members of your team need to be level 10 or under.

It works the same way going up. To get a level 20 dungeon, get everyone to be level 20 and below. If everyone is level 24 and below, you will sometimes get a level 20 dungeon, but it can also be a level 25 dungeon. Of course, farming at 2 levels isn't bad either... It all depends on what you want.

i noticed that:

when 4 ppl, may lvl 10-20, are fighting toy man and me as lvl 50 join in that moment the party, boss is still made for those low levels and i can kill him in some seconds LOL. items are low level too.
it works only when ppl has begun to fight boss!

Yeah, noticed that too or there'd be tons more deaths However, the Toy Man also isn't really hard so there's is a level range higher than you where you can still kill him and the Snowmen. You can also minimize his stomp, make sure it doesn't combo w/ ice, etc. Survivability-type things.

I'm pretty sure Halloween worked the same way or in a very similar manner. I'm also noticing... well, I'm sure people already know..

Upon further review, and another 100+ runs, the above posters are 100% correct and I was completely wrong.
Too many runs at 3-5am instead of sleep is wracking my brain it seems. Stupid insomnia.
