I got that too,close and relog game solves the issue
I just went to him to get a reward and the clock restarted at 8 hours with no reward given. This also happens the first time a new character visits klaas. But I have not seen the particular screen you posted though.

Chests (in map chests, not boss drop chests) are empty a lot lately. I had Shazz short me yesterday but I didn't need 5 mana potions anyway.
