This is the 36 build I used for pvp. You can tweak what you wish.

Skills:
All Dex
Max Aim
Nox with upgrade 3
Pierce with upgrade 2 and 4
Max medic

Passives 5 in int, Dex, health and crit

Some people do Nox upgrade 3 & 4 you could leave out SP upgrade 4. I just liked to have that for when I ran dailies etc not really useful in pvp. I'd go 37 most seem to be 37. Plus you'll get an extra skill point.

Pierce doesn't need more than one point^. The armor debuff is useless since it doesn't stack with aimed.

That's the typical conventional rogue build. However, you can also replace nox with veil if you'd like to give it a try - 4/5 no explode.
