Is it lag, some bad guys effect or exclusive Dust Bunny Vanity

Hey gang, I've noticed recently in the later levels that my toons appears to be wrapped in dusty cotton or something similar. Does this happen to anyone else? I caught it today and took a screen shot. When it happens, I check my ping and more often than not it's under 100.
Any insight? Either way, I'll see you out there in my new and VERY exclusive "dust bunny" vanity.

lel, it is the AA of a pet ;3 Armor buff so it is. Your not really a dust bunny, but more or less an iron bunny because your wrapped in armor which is typically iron and...................* never mind *.
