Cheenivie was surprisingly good at it, he's the only mage I ever saw that made it work.

1. Yes it's viable.
2.+ 3. The stats I consider is the Str needed for set, 67 Dex, rest Int.
4. It's decent, I wouldn't use it if it was up to me. You can't really kill much with this set, it's mainly for tanking & being non killable unless you swap to a Gurgox Hammer for super damage. Your build is as essential as ever at this level as an Str Mage because things can get really situational, so you want to make a kind of all-around build for every character. (I recommend Dodge Debuffs)
5. Truthfully, rift is very underrated. It's a really good set because you can swap from being an unstoppable tank, to a heavy damage dealer with just a quick swap in weapons.
6. Overlord's Helmet of Rift It's the helmet that looks like what astronauts wear, not the one with the electricity flowing above it from antennas.

Get the right helm yet? You could like vvriter said get the gurgox hammer and keep the jacobs helm so then you can have two sets.

It's the OL helm either way, Jacobs doesn't form a Rift set.

The Void and Cosmos sets use different helms, for Rift it's just the OL. You can check here under Premium Item Sets
Rift is okay, but in this day in age, reaper + rs + ff is the better combo due to extra tankiness and dodge.

Viable, yes, and actually better than cosmos(in my opinion)
Debuff build would be best considering your a pally but a 6 heal as always
6 heal, 6 buffs, 6 weak, 6 night, 6 light, 6 drain, 1 frost, 1 res, 5 fire
combo: res and buffs, frost, drain,light,fire,heal,weak, night, light,frost,fire
*use debuffs after heal vs mage
*heal after debuffs are used against you
