If I had to guess I presume any level who reaches Platinum Tier and claim the rewards can use the gem on their item. That being said, you could just use an endgame toon and gem the item there :P

You have misunderstood! From the current information we are given we understand that putting one gem gives a flat 7 DMG nothing more, nothing less. Adding an additional gem into the item would add 1.5 DMG so the total additional DMG you would have in the item with those gems would be 8.5 DMG no more, no less. Also, you are aware that there are legendary equivalents to those Halloween armours..

Don't forget, if your a Rogue your loosing lots of Crit and HP, warrior your loosing even more HP and with a mage your loosing that precious mana which is literally the only reason we keep the little squishy guys....

It was easier at lower levels in usroth event atleast idk about halloweon
