Let's say you have a gem in your lv16weapon and a gem in your lv15ring. If you share rings between characters, would the ring give 7.0 dmg on your lv15 account and give 1.5 dmg on your 16 account (when paired with the gem in the weapon)?

I was thinking about same thing.
This way some one might have +35 dmg if the dmg is bounded on each gears.
