But you may be only aloud to combine certain items, idk how they'd be able to make a combination of every item in the game.....
Sounds like it might still be possible that the lvl 55 items have to be crafted.
Prob do something along the lines of sets, like rift set (scimmy, ol helm, power armor and skull shield)

Nah, anything that gets rid of items would make them rarer, worth more, give gold meaning again.
For some reason, I'm expecting little new loot in the new campaign due to this item crafting thing.
