It is possible to level down by 1 , if you leveled by mistake.. contact support they can help you

Contact support, or delete your warrior and create a new one with the same name of the first one, it will allow you to start to level 1 (unless you had expensive pets on that toon).

Hi! Leveling down by one level is allowed if you ask support politely
So....judging from your op, you can lvl down from 19-18.
Email support@spacetimestudios.com and send the support staff an email

And to avoid doing the same mistake you can turn off your exp from the option button.
