Having trouble with payment issues

I recently reset my phone due to slowness and other various problems. I then went forward and put my two google accounts back onto my phone and got back onto the game. I dont know if this is an issue but my google wallet is on 1 of my google accounts while i dont have 1 set up on the other. I tried buying the $89.99 offer but a message came up saying it was a high-risk and to try again in 30 minutes. Can someone help?
