Cheapest level would probably be l30 or l45.
Programmed-Level 85 mage, Praktica-Level 85 rhino

L30 is cheapest.
51 isn't too bad either
If you're a no high Lvl alt like mua, you could bet that 30-45 will fit you perfecto! I'm kind of MIA on the PvP scene right now, but you might find me sometimes.Best of the lucks, #Shivkabobs
level 20 rhino/mage cheapest, or 22 fox, because it's mostly plat with a few regen stuffs in between.
if u don't wana get bored tho i would do what everyone else is saying though...level 35 is pretty fun but takes maybe 1mil compared to l30 which will take 100-500k
30 took me doing Ice weapon quests because i farmed it all
But I'd say you could get away with 75k if you buy Halloween gear, its cheap right now

Cheapest is - 45, however it's a pretty dead PvP level. So I'd recommend the second cheapest - 50/51, a lot more active than 45. 30 Would be the cheapest but Gruesome Evidence Bracer is honestly a game changer at that level.
L1 is the cheapest. yet not very populated.... other wise L2 is the second cheapest... then l3, l4, l5, l6, l7, l8, l9.
