[Bug] The Planar Staff Of Potency

I- More procs than before. Every charged attack gives procs.
II- In Wt4 (Watchers Tombs Level 4) The proc doesn't attack the enemies. It attacks the player who casts the proc and also other players.



p.s.- dont lower the proc lvl and my first bug post lmao
