I also said the numbers may be off by up to 5 pointsThanks for the update though.
And no, the points are the same all the time, it's just that bosses don't give single points, so it is a specific number within the range of points given by the boss you level on. I got 4 characters to gold, and had input from my guild also - which is enough to be certain the number of points needed to tier up is a constant.

how are the boss determined for this event? Im in silver tier but sometimes I fight the non tier and bronze bosses instead of the dragon

The bosses are determined by the highest tier person in the room.
Before you reach gold, you will get mostly guardians and Tarlok with a smattering of the first guy thrown in for annoyance.
At gold tier you will get (approximately) 70% Tarlok and 25% Syrillax with 5% Guardians thrown in for annoyance.
At Platinum Tier you get (approximately) 70% Syrillax, 20% Platinum Guardians and 10% Tarlok

It doesn't seem to run this event after you get to gold tier, well rewards are pretty bad except for an egg worth 150k+-.
The 4k points needed for plat is too much IMO, ain't nobody got time for that
