Arcane crafting weapon upgrades

I hate how some arcane weapons or even mythic items stay at the level of release (at least when I played). Have a rare hard to get arcane crafting item to convert a arcane item to max cap level. Some weapons I truly love but are outdated. Hooks and maul as examples. I think this is a good idea.
