Wear one see for yourself. The staff set have the green sparkle but the wand dont have.

I don't believe this is a bug. It's been known since Sewer Cap that the Enchanted Wand "Set" does not have the larger glowing green sparkles that the Staff Set does.
It seems this way as well for other sewer crafted sets; for example, Custom Recurve Set does have green glowing sparkles, but I don't think the Auto-Bow "Set" does.

All of these "sets" are still actual sets with sparkles and bonuses, but only some happen to have the more intense green sparkles.

Here are pictures of Yanis from a few years ago, and you can clearly see the contrast in magnitude of "sparkling":
