I do not really understand you.
STS did not promise that every 2nd upgrade will be grand...
Personally I upgraded (and burned away) about 70-80 gems and I got 6 super till now.
So as an AVERAGE you have a chance about 5-8%
So upgrading 5-15 times without luck is in par with matematics.

IF you upgraded 100 times and got nothing... That could theoretically happen, but would be weird and strange.
Some very basic statistical math:
If you upgrade 1 gem with 6% (let's fix to 6% the chance) your chance NOT to have grand is 94%.
If you upgrade 2 gems, your chance NOT to have grand gem is 88,36% (0,94^2).
If you upgrade 3 gems, your bad luck chance is 83,06% (0,94^3).
So if you upgrade 5, there is 73,39% (0,94^5) to have zero grand gem = 26,61% to have least one super.
If you upgrade 10, you have 53,86% chance for bad luck (0,94^10) = 46,14% to have least one super.
For 15 upgrade your bad luck chance decrease to 39,53% (0,94^15). In other words you have 60,47% chance to have least 1 grad after 15 upgrade.

60% is FAR from 100% you know.

If you upgrade 100 gems, you have 0,21% chance not to have any super!
That is a low chance, but can happen - just think on lottery... lol

Background:
- Why I focused the "unlucky" situation and not the lucky ones?
Because calculating the "you have chance for 1 - 2 - 3 - 4 - 5 .... super gems" are much more tedious.
So I calculated the 0 grand chance and all the other situations you got something (lucky and unlucky chances total must be 100%).

- WRONG if you think: I upgraded 9 without luck, so I have 46% for the 10th !!! You have 6% for the next super even if you burned 100000 gems without luck.
Because the past does not alter the future chances (in mathematics)!

- IF 6% the chance for super now and STS said we have 2x super weekend now, a normal day we have 3%, where
You will have 14,13% to have least one super gem from 5 upgrade.
You will have 26,26% to have least one super gem if you burn 10 gems.
You will have 36,67% chance from 15 upgrades.
and finally you could have 95,24% to have least one super from 100 upgrades (in this weekend it is 99,79%).
