Almost all of the people you will be fighting at this level are L10-L12 bears. I first created this class as a troll, but I found it is completely viable. I'm no expert at rhino, but I hope my input can help.
Here are a couple of builds you can try out:

BUILD 1: Nuke
22 int
31 dex
2 str
Helm: Halloween bone helm(dex or int)
Weapon: Fiendish monkeys paw
Armor: Expert's leather armor(or artisan, depending on playing style)
Shield: Gruesome evidence bracer
Notes: This build is only effective for burst damage(good on mages); I wouldn't recommend it as an overall playing style because of all of the bears at this level.

BUILD 2: Ranged Tank
22 int
1 dex
32 str
Helm: Guru chain helm/Chain helm of the great
Weapon: Fiendish monkey paw
Armor: Guru's Mail armor/ Mail armor of greatness/alchemists heavy cloth armor/sorceror's heavy cloth armor
Shield: Battle shield of legend(this one's from the bear 4-pack)
Notes: This is the gear you will be using most of the time(against bears). I would keep on alch/sorc most of the time, because it's hard to midfight regen against bears.

BUILD 3: Melee Tank
22 int
1 dex
32 str
Helm: Guru chain helm/chain helm of the great
Weapon: Guru's War hammer/Premium war hammer of greatness
Notes: Use this against other rhinos and mages, if you find any.
