I have been playing since lost expo and I still don't have a three ring for various reasons. Will I ever be able to snag one?

What are your various reasons? If you have indeed played since level 30 cap (and that's quite a big claim coming from you), then you've had more than enough opportunity to cap three times - in fact, probably 5+ times. As of now, the answer will be no.
