If you mean like a sphere of blue light, it's called an "Archon Ring".

I mean it's like, the Rendtail but it's blue in color, and the rendtail has 2 circles, but the one I am talking about has only 1 circle turning around them. The circle is blue color.

I conclude that what the guy is looking at is:

Either an Archon or Winterstar ring AND the light ring generated from an elixir OR from the Pavise.

If the circle is turning around them on the ground, it's an elixir they've taken.

Actually, Archon can be either Green, Purple or a Very light Cyan Blue.

Oh and, so far i've seen only one mage using it, I really have no idea what's his name, it has been a year or two since I met him. I asked for the name and he just said ' '. About the shining from the hand thing, have you ever seen Rendtail before? If yes, it's easier to be explained, it's just like that but Rendtail has 2 circles and the one I am talking about has only 1, the ring is exact same as Rendtail but it's blue in color and the outer circle is not added.

I know that many rings are glowing!

Rendtail's Dragonstone ring glows and adds circles around the player
Shuyal Blood Ruby is glowing red in the players hand
Archon Ring glows purple green or grey (depends on the gems I think)

Ker'shal creates a circle around the player

Winter Star has no glows

False, a doudle circle is an Arcane Ring
A normal circle is usually a Sorcerer with a Ker'shal... and that's what I know about those circles... I call them Arcane Circles because they are usually linked to an Arcane Item

Elixir would be a small circle, with a green/blue aura coming from the ground, like a green/blue half-cylinder around the player.
