Im confused..

Im facing the following situation:
Ive bought a Lv 55 Fortified axe set & ive also earned the 'Diamond in the Refuse!' achievement. BUT the set has no sparkles.
So.. isnt the Lv 55 Fortified axe forms a set along with the armor+helm+shield? Only the sword does?
If so, why not? I thought it works like the Customized 7pc set where every Lv 55 dex crafted item forms a set & sparkles when equipped together.

It's because there's still a set bonus, but there's no green sparkles. The green sparkles apply to the battle sword and gemstone sword I believe?
