Crate gear never comes lvl 1, just lvl 2-whatever the highest level is.
Depraved Blades of Potency/Brutality were the rogue weapon from S3 (2-26)
Level 36 - 2 Sets of mythic daggers/Glaive/Bonesaw
Lvl 21 - Dark Watch Sword/ Villainous Daggers potency/brut/ I can't think of the staff name atm

I know that lvl 1 gear like Forerunners were purchased with plat way back when, there's some lvl 1 gear from an NPC or somesuch that's discontinued too I believe.

Yep the npc in brakenridge right before jarl there you can get legendarys even for lvl 1 ... body armor and weapon set
