What is this 90-sec period in between post and the 11 (?) characters minimum?

I understand that these rules are for spammers and such, but for us, intense forumers, we want to post under the 90-sec. I am very impatient with my posts so I don't want to wait for the 90 sec period and I end up doing something else. I then, totally forget to hit the button to submit my post.

And the 11 character minimum? Like I was taught that "Quality over quantity." Hmmmmm.......

Please remove these regulations please.
