Maps

So I started a new character on the same email I have my level 52 character and I thought the update allowed u to have all maps regardless if u play on them or not, but on this new character it won't let me, any reasons why?

For those dungeons which require completion of prior dungeons, that specific character must complete the previous dungeon. Characters which existed prior to 1.7.1 had the completions granted to all of the characters since they were previously tracked per-account.
