Hazardous waste quest glitch

i cant seem to get the barrels to seal or whatever, after i kill the bird i run across the barrel like everyone says to, but nothing happens. i've tried to kill it, stand over it, and run across it several times but the quest counter just wont register it. i might be doing something wrong but im about 95% sure im not, everyone said i did it right and it just wont work.

EDIT: just want to add that without this quest i cant craft an item that i really need to craft
