22 is easy, & fun. 22 is also cheaper, just buy an Fbow+Expert+Dex Hallow helm for around 3m, or just use a Str Pack.
The thing is, I'm not that rich..

Str Bear is easier. However, if you want to do a Dex Bear, use a Dex Pack + Expert Armor. Merch the rest until you can obtain an Fbow/Grue.

Yeah, you'd have to level to 23 if you want 100% hit or so, if not, stay 22. 15 is alright but you'll be outgeared with all the Fbows/Winter/Halloween items around there, which aren't cheap. However you could try with a 15 Tal, Artisan, Dex Halloween Helm, & a Sniper's Wing/15 Pink Cat - That'll sum up to around 500k.
