In which elites do they drop?
I did a ton of Shuyal and Tindirin elite runs with my gf and none of us got any. We also opened near to 100 Arena chests and looted only a single one....

So where exactly is it lootable and where is the best place to farm it? People told me Arena, but it feels like it is horrible there.

Arena chests or planar tombs I believe

Arena chests or planar tombs, but players are better off farming arena and opening arena master chests.

Indeed they drop where the other two said. Odds are pretty slim though even in arena chests. I got 7 in the last 250 chests. Sometimes u get dry periods for 30-40 chests. Ofc at the current price it is still worth it if your gear is good enough not to die too much
