Not sure why you'd want to stay there... But, as far as gear goes for 5m, I'd suggest Maridos/Imbued Pot/Brut set/41 myth bow/planar pendant/Ruby (since you probably won't be able to go for an arcane ring unless you get more gold). Also, eye/para gems = the more the better

Flags I'd presume same as a in 41 cap a number of people would pvp at 36 and flag a lot
