Lvl 30 shivering talon mage or lvl 31?

True^ but I believe this is an oversimplification. If you're using a Kite/Nuke build level 31 greatly increases your chances of nuking level 35s & just further certifies the damage dealt on your own level.
however quite a lot of people complain or use '31' as an excuse to say why they lost or are losing. Whether it is in front of the of the opponent or behind their back which was often the case (or so I've been told) with me.

It is indeed true that 31 is better than 30, as of my experience. However, that does not mean that 30's cannot beat 31's. Extra drain or heal allows a greater advantage.

In my experience (granted it was awhile back) I never had any trouble beating 31s on my 30. They felt remarkably the same.

The 5 extra stat points and that one skill point can really make a difference. As a nuke mage, take for example, my case, the nuke build I was using at 30 (courtesy of Jun ), I could only afford 2 heal. At 31, I got 3 heal. And that makes quite a difference in my sustainability in fights.

(although most bears have a strong beckon) Maybe 5 heal 3 fire

I would do 2 heal 5 fire instead, and invest more on drain
