Jewel Converter NPC

I would like to see a Jewel Converter NPC that converts jewels at a high ratio.

10 Water or Nature Jewels -> 1 Diamond or Lightning Jewel
10 Diamond or Lightning Jewels -> 1 Fury, Finesse or Mind Jewel
10 Fury, Finesse or Mind Jewels -> 1 Chaos Jewel

Perhaps the 10:1 ratio should suffice or maybe 15:1.

- It would make use to some of the more useless jewels
- Helps satisfy some of the complaints about low drop rate
- Gives a little bit of something to farm for twinks

I prefer NPC rather than adding this option to the craft section because craft UI is very cluttered.
