I had a lvl 20 pvp just a couple weeks ago. Its not super active, thats y I quite lvl 20. But over all the lvl is a fun lvl to play, and you do not need para at this lvl. As far as gear goes, its cheap. I got anc of pot Grand blood gems, 50k helm and armor over all I spent like 1m on the gear (since you dont need para at this lvl). I just used Blinky and stanlee since there cheap (and cuz if you have 5/5 veg, use veg and stanlees AA at the same time its deadly).
