There's always a week-long cooldown period where you aren't able to kill bosses/run event portals/tokens won't drop, but you will be able to spend your tokens at the vender. After this cooldown ends, all remaining tokens will be removed from the game.

It will not remain. After the cooldown, all tokens for that specific event will be gone forever.
I got leftover tokens last halloween event, It wasn't carried out to winter nor this year's halloween event.

Yeah, I always have some left-over tokens. They go away after the event cool down, so spend what you can.
