31 Int Bear Viable?

I suggest you a L45 Str/dex bear.
Learn how to use the arbalest of fortune and get the zuraz lance.

The arbalest case is funny. At L45 everyone is a glass cannon. So, arbalest dps really does hurt a lot from 12m range.

at l30 it might work with paw and head

I've played 35 before and it did work really well so I might just level to 35 again. Level 40 seems interesting. I was using Brainfreeze in this match, it's really tanky (66 Armour + IB)

int bears work especially well at 35 becasue of dark wand proc's. you can create a huge debuff combo with hell scream so its viable. but with the dodge these days... not that sure

I'd recommend not using the brain freeze wand. First off, I doesn't have an ice proc so practically does nothng nice for you. Second, there's a 31 MOJO wand (gray) which has same effect as the l35 dark wand. If u want to terror, I recommend using that wand
