Join groups in BS and AO3. Last few groups I was in a couple days ago in both areas had sub-level50s in them. Most groups will take 1 or 2. It's hard to take more because their survivability and damage isn't great. Had to res them all the time and sometimes we'd get a leech bear, which doesn't impress the group.

First check your friends list to see if anyone's there or if you can start a group. If you see someone running where you want to go, you can shoot them a tell asking "Full?"

Then try joining PUGs in both areas. There's bunch of people doing Captive Audience for quests.
