Who can kick the strongest?

An Football player (soccer in america) or a Taekwondo martial artist?

And what is the best training to get ur legs stronger and better?

In hard style martial arts you are strength conditioned, and trained to use proper technique which includes way more variables to maximize effect ( good stance, knowledge of personal center and targets center of gravity, variable striking surfaces ect).
In soccer your target is a small lightweight toy that doesn't care, & isn't trying to punch your face in.

But- your post has two different questions, who can kick harder, and which is better for conditioning legs in which case I'd generally say soccer.
Never seen a soccer pro destroy hardwood with the tips of extended fingers, but Shotokan, yup.
