In hard style martial arts you are strength conditioned, and trained to use proper technique which includes way more variables to maximize effect ( good stance, knowledge of personal center and targets center of gravity, variable striking surfaces ect).
In soccer your target is a small lightweight toy that doesn't care, & isn't trying to punch your face in.
But- your post has two different questions, who can kick harder, and which is better for conditioning legs in which case I'd generally say soccer.
Never seen a soccer pro destroy hardwood with the tips of extended fingers, but Shotokan, yup.
