What is the best belt?

Out of the plethora of belts, the hunter type is what you should go for. Within the hunter type, go for either brutality or potency. I have listed which one you should choose over the other below.

I find the dragon hunter of potency the best belt, as it gives 13 stat damage over a a clean reason belt and a whopping 30 more skill damage over clean reason belt. If you want a little more HP, but are okay with the current mythic reason belt's damage (and also do not mind losing a bit of mana) then pick the dragon hunter brutality belt. The brutality belt also has more skill damage than the reason belt.

Zeus Help me with Skill Damage and Stats Damage, how is it determined, as its not mentioned ?? is it the bonus damage ?
