Nekro has one of the highest damage in the game at 336. Singe should be 289 My Singe isn't capped so I can't definitively help on the passives. But I'd bet they are different as Nekro's is named after him, but it's just a guess. Nekro's passive has chance to debuff both hit and armor by 20% as well as a chance to stun.
