Villi mythic helm and armor

I saw that there was a quest to receive these mythic gear from jerril but all he does is tell me to do dailies. Is there a way for me to access the quests? or do i have to reach a certain level. im level 31 btw

Quest is to craft the set....Armor and helm must be bought from cs or if they still drop (not 100% sure if they do) helm can be looted in elite kraken from elite gold pirate chests and armor from elite nordr from elite gold war chests

The fact that they are required for a AP with a point value makes them a permanent loot for the rest of the game. Otherwise, eventually the existing supply will dwindle away to the point where new players cant get the achievement.
