So the smugglers offers better hit, which offsets the better crit and the slight increase in damage. Not to mention, it has better survivability. Any idea how big the difference is on skill damage?

Because the Gallowtech adds DEX which adds damage, skill damage should increase slightly as well (because damage influences skill damage).
