You say transfer, did you mean like delete the old account and start up on a new account with the old untradeble stuff? Maybe send sts a email but I do not thinking they will do that

You cannot trade untradeable items from one account to another. Untradeable items that can be placed into stash can be shared between characters on that same account. Untradeable items that cannot be stashed are useable only on that one character.
