Are you certain this is this year's chest you are looking at? They are currently named the same (which we will fix with today's bounce).
Yeah, on my lvl51 toon i got a 41 rogue armor. The chest i opened was the one i got from reachin silver tier
Yep the issue was limited to *only* the silver tier reward chests. Other greater goblin chests seem to be scaled properly.
