ItS a beta at the moment- not a full game. So as lethal said, when apple submits it the full game will be out. The rumored cap is 26.

It'll be 25 for now most likely with 26 being the elite cap., increasing in increments of 5 and then the elite level. They want to keep us lower leveled so they can release new content that would appeal to the most people possible without being too easy. A bunch of lvl 50s running around with only a few maps to play would be pointless and easy.
