Why isnt the stat requirements for Lvl45 pinks not lowered?

I made a new bear and I'm using to dual spec while leveling (str/dex). I dont want to waste plat on a respec because the stat requirements are higher than Lvl50+ gear. I bought a hate set but my bear is using dex gear until Lvl50. The stat requirements should be lowered :/
