Blinding Shot vs Repulse Shot

I have tested Blinding Shot using a Forest Haven Zombie, and I still get hit at every alternate strike, so I am just curious as to how much dodge % does this move have. If this works fine, I see myself juggling between Evade and this skill when am getting hit - so it increases my survivability. Also is the 5 sec debuff default or is it per-skill point eg 1 skill point = 1 sec dodge.

Haven't tested out Repulse Shot but I am sure it comes in handy for bosses as any thorn attack can't keep them away from you. I just feel it is a bit of a waste of points in this skill as at is a niche skill which is only useful in certain situations.

Blinding shot reduces the enemies damage .. not dodge ... ...

By how much? A Forest Haven Zombie still did damage to me with and without Blinding Shot at the same constant damage - about 23HP without any armours on.

I assumed Blinding Shot as in Blind affects the accuracy of the enemy. Anyway the Guide is here and here
