Drop rate is fine, since it's called "an incredibly rare item".
If everybody would get it after a few days it wouldn't be Arcane Rarity.
There are already too many in CS, IMO.

The Price fall from 12m to 8,8m in 3 days so, the price is actually falling.

Or adjusting, the initial price is always high as people simply want to use it to stand on pier for attention.
But as energizeric stated; there usable to around level 26 which shows how overpowered they must be and will remain at a high price for a while but will obviously drop slowly.
